For each server restrict 1 account per IP address
I feel like you should be able to learn from getting facerolled if you're at least diamond. Whenever I took on pros in soloqueue/5s/scrims I didn't feel like they were so beyond my level that we couldn't do anything. Theres a reason and a basis behind every successful play, you just need to identify it. If you can't, then well, you aren't that good.
As for smurfing, its because people want to play the fkin game at higher elo lol. Queue times are ridiculous, and when you start running into familiar faces of people you don't particularly enjoy playing with, sometimes people just want to blow off steam. On top of that, in high elo games are often decided more by which team gets less people that overlap main roles, and games can get frustrating real fast.
When I wasn't super high up the ladder, I always enjoyed playing against smurfs. Playing against good players makes you better faster. When you get better you climb faster. Sure you'll probably lose LP in the short term, but if you're good enough you'll get it back. If you aren't, then who cares? You didn't belong there anyway.

Something that hasn't been pointed out yet is that well, exactly how do you know that you'd be playing against a smurf? Someone could very well just be having a good game

Would it be fair to say you do learn from laning against a smurf if you actually pay attention to their movements and actions in lane? For context, in our inhouse games, even if I find it insanely annoying to be laning against Thalia or Bryun, I do learn a lot from their actions against me, I feel.

Maybe the person bragged? Even that doesn't mean stuff because we all know them "I'm an XX smurf" and just by the way they play - bad or good game - you can tell it's ********.
I think people after a certain level can detect smurfs or, at least, smurfs when they themselves are smurfing. Details like positioning and confidence in their plays can be very revealing, as well as smaller things like skillshot dodge/hit rates.

Thats exactly what it is you can be like Bronze and Play against Dia if you Pay Attetion and try to learn u will even if you get facerolled.

Thats True I played once with my Veigar against an Irelia mid and even tho he did very well in Lane against me I have to say that he was just Gold maybe Platin.
