The problem with Sterak's is that it scales with health (it gives a shield for a % of your max HP), and it only multiplies BASE attack damage. That means it doesn't matter if you have +180 AD or +3 AD, as it only multiplies the basic stats your character has innately. This way it's only aimed at offtanks/tanks and not at AD assassins or ADCs.

Ekki explained it well. ADCs have statistically low base AD and at most only get 30-60 AD by purchasing it. For example, I have used it on Ezreal, who has a base AD of 101 at level 18. Draven has a base AD of 110, granting him 27.5-55 AD. Meanwhile a champion like Darius (the items intended brand of user) with a base AD of 141 gets 35.25-70.5 AD off it. These champions also boast much higher base health and have room to build more health to fuel the shield.
In my example of Ezreal, I had 2100-ish health after purchasing the item with a full build of Ionian Boots of Lucidity, Muramana, Trinity Force, Bloodthirster Last Whisper and Sterak's Gage. This nets you a shield worth roughly 630 health, which seems like a lot, until you realize that you have no defensive stats, and are bound to die anyway if you get caught.
