The point of thornmail is building it when you're already being attacked (or against a fed vayne). If you're not, and you're a tank, your job is to force the enemy to attack you. That means only building thornmail when you're doing your job right (not only when your enemy is doing wrong). It's situational, not a bad item.
On a side note, sunfire sucks. You build it when you're not getting focused, to have something to do instead of standing there doing **** CC. Late game you should ALWAYS replace it for a more useful item.

they changed thornmail to do more damage the more bonus armor you have plus 15% damage back rather than just doing 30% of the damage the enemy does to you, meaning its only really useful later in the game as a 5th or 6th item after you buy randuins/plate/FH and considering tanks dont always get the most gold on the team, it wont be often youll get the gold to have a full build meaning you should be picking randuins/plate/FH instead of thornmail
plus a top laner bruiser build is generally(not in order) boots+offensive item+armor item that isnt thornmail+MR item+HP item(steracks/glory)+2nd offensive item OR thornmail
so thornmail ends up being a question of "am i able to reach the adc and kill them or am i getting kited and not able to kill them?" rather than "when am i building thornmail over X armor item?"

Thornmail was not discussed here because it's not essential armor item, it's built only when enemy team has lots of physical damage and auto attackers. Also you can't build thornmail as your first and only armour item, you build it as 2nd armor item to maximize effectiveness.

I think that's an interesting point. While it's not a 100% counter, I can't think of any item that really "counters" a type of champ. While BoRK and Liandray's help against fighting tanks it's not a garuntee, as they are tanks. But thornmail's use is pretty much to counter anyone with auto-attacks. And yeah, it's more situation than essential.

Except it's not that stupid for an adc to attack the closest target (A tank) when there are no other safe alternatives.
