You know you can't spot every single glitch out there day one, right? Besides, 90% of people who are playing on the PBE don't even report any bugs, they're just there to play the next patch and/or try out new champions, skins or whatever.
BUT, I do partially agree, Rito does ignore SOME stuff people comment about and it makes me (and others) upset, but I don't think it's something as huge as you make it be. Worst case scenario, the bugged thing gets locked out for a day or two (or 3) and then it's back live.

Well, if the bugs get reported and they still decide to go live, that's not a case of "you can't spot every bug, too bad" but a case of Riot making a fool out of themselves. I'd quit PBE if I got a feeling that they ignore reports.
I've never been anywhere near PBE though, so I can't say for myself.
As a side note, I have no idea why a game like this can be so big when it has been so buggy for years.

First of all, they do find buffs and do balance changes with it. IDK if here in mobafire the posts explain it, but in surrender@20 moobeat posts every balance change done in PBE. EDIT: And some bugs get spotted, since you see champions/items getting disabled from time to time. I guess bug fixes aren't posted.
Then, as re4xn said, if 90% of the people use it for screwing around, it's those d-bags who are making bad use of the PBE. I guess you could "blame" Riot for not having enough restrictions for PBE accounts.
Lastly, the PBE has (plans to have?) its own report system. afaik they can make their reports to support, and NOT in the forums. If the forum is the intended place, there is a section for bug reports AND they're ignoring some of them I can agree with your frustration. Otherwise it seems like the kind of stuff that happens when you're modifiying something as complex as LoL (plus spaghetti code).
