The MF rework did make her have insane scalings on her q, ult, and passive.

MF became overpowered for a number of reasons; her rework made her base damages absolutely insane, new item changes such as the new essence reaver are great on her, and the meta shifted to heavily favor early game power which she is one of the strongest early game ADC's

EDIT: also regarding the discussion on anivia, it has more to do with a meta shift than anything else. I think anivia is fine in her current state.

MF's Q bounce at level 1 deals 1/3 hp from a carry.

At rank 2 (level 3-4) it deals almost 1/2.

Taric is bad, and at best a situational counter. I play Sion mid, but that doesn't make him a strong pick. He's a good pick against certain comps and champs, and not as an universal pick.
