He feels much stronger to me now than last season. ADCs are more important and he pairs well with Malphite who has a super high win rate. The item changes make Warrior Ghostblade into bigger power spikes and Fervor/Thunderlord's give him more damage than he used to have from masteries.
He still has the problem of low utility though. You need to pick people off when they're split or you need a buddy to help you dive the backline, otherwise Nocturne doesn't really accomplish much in a team fight. He also doesn't pressure early as well as the likes of Lee and Rek'Sai and he doesn't function as well as a full tank.
He's obviously a comfort pick for me so I use him more than most people, but I'd say he's a high tier 2 jungler. Not a go-to pick every game and you don't need him in your pool, but there's definitely a place for him in the meta if you know what you're looking for in champion select.
