There's currently a problem with the Riot API not updating for EUNE accounts. The API that our system uses to check your rune and mastery page names doesn't update with the code, so we can't verify EUNE accounts until Riot fixes that, sorry.
Edit: Also, admins cannot manually verify other users' accounts, to be clear.
