It happens to me quite regularly, I just dodge every time Lucian's picked or banned. The punishment for dodging is so small there's no reason not to dodge if you think that you can't play at your 100% on the champions you have available to you. Last year when I was climbing to Master while not even playing on a one trick pony account I would still dodge every game where I couldn't play Talon, because I would have lost more LP overall had I played every single non-Talon game and at best only win 50% of the games.
The most annoying thing about dodging is the 30 minute dodge timer you get after the second dodge, but you can just go kill time for 30 minutes if it gets to that point. I'm a diehard Xin Zhao top main and would LOVE to help you out. He's the champion that got me from Bronze to Gold III, and is still quite strong in lower ELOs (both as a jungler and top laner) despite the removal of Devourer. If you want any help or tips related to Xin (or top lane in general), send me a pm :)
Aside from that, it looks like your win rate is well over 50%, so the best thing you can do is just grind it out. Your ranking will consistently rise till you meet your real skill level, at which point your win rate will even out since 60-70% is extremely high.

Wardscore is also a great tool for you to gauge your warding skills, based on number of wards placed. (There's also ward positioning to consider, but your death count per game will give you a better idea of how effective your ward placement is.)

1. limited my champion pool- this is even easier with the new system where you only have to queue up for two roles. Putting more time in on less champs will really increase your performance
2. Keeping notes- After each game I would write a few notes about what I did well and what I did badly, and made sure I would try to improve upon it in the next game
3. Chat- I turned all chat off. I noticed if i spent less time flaming/ getting flamed from the other team, I did much better. Also, if i thought i would at some point get in a fight with one of my teammates, i muted them. If they really needed me, they can ping
4- Taking breaks- Took me a bit to realize tilt was an actual thing. If I lost 2 games in a row, I would usually take a break or just play norms

Totally agree with this. Flaming does everything worse. Not even makes you lose your concentration, it can also give you tons of reports and Rito's algorithm will put you in matches with lower quality players of your elo.
