My guess is it depends on the content of the guide, or the length, or the number of chapters or something. Maybe even the edit history? My guide is a long guide, with 29 chapters, and hundreds of edits over the last 12 months. Having said that ... there hasn't been any problem saving/publishing it until this week. And now I can't save/publish it, even if I make no changes to the text at all...

Mine's pretty long and saves fine, so I doubt it. Still working on this guys, thanks for your patience. We'll try and get this solved asap.

Thanks Psi. If there's anything you want me to try to see if it solves the issue lemme know. I'm fairly certain it's not browser or cache related because I installed Chrome just to test it, and it also happens on MS Edge.

For someone who's still having this issue, could you volunteer one of your guides that this is happening on for us to test? We won't change anything, just want to get your permission first to make sure you don't have any works in progress we'd mess up!

Once 'Publish' is working OK again, I will update the whole guide anyhow... Shyvana is having a rework in Patch 6.23.

I think the cause of the Publishing problem with mine was this BB code:

Updating that from 'Hybrid Penetration' to 'Precision' seems to have fixed the Publish problem, I guess there is no icon named 'Hybrid Penetration' now? Looks like you can get the red error message about creating at least one chapter in situations when there is some other kind of error with the guide.
