The items Thresh build are to be supportive for the team, such as 
Sightstone and Redemption. You take the AD runes because its gonna do more for you in skirmishes bot lane. You abilities will deal damage through their base damage, and you add power to your auto attacks with AD runes, which can win you a bottom lane fight.

I was under the impression that AD runes were there to make it easier for Thresh players to lasthit when buying Relic Shield.
And he's basically a ranged tank, so you don't actually build him AD nor AP (you can go off-meta and play him both AD or AP though).
