I'm pretty sure the IP system PREVENTS you from multiply downvoting.
So, if he did have multiple accounts, they'd be registered under different IPs. He's likely some other user's smurf account used to anonymously downvote guides he dislikes. That's not against the rules.
If you can find other accounts with his exact same pattern of timing + voting + comments though, there may be validity to multiple accounts. Don't quote me on that tho~
