Against proper tanky players (with a full armour item at the least) then yes you'll go cleaver second and instead get duskblade third.
Lissandra and Urgot probably stand out as the biggest 2 problems.
Lissandra forces Jayce to buy magic resistance and maybe a QSS whilst also going aftershock to become really hard to kill. In lane she's ranged as well so isn't as susceptible to poke like other matchups.
Urgot just has so much presence in lane and can have both TP and Ignite (thanks to spellbook) making it very difficult to shut him down and all in him.

The matchups section has all the specific best starting options, but DBlade is good into everyone but isn't often the best into anyone.
I'd rate him a 8/10 if 1/10 is sona, 5/10 is Lucian, 10/10 is Azir.
However I do buy it in games where I'm the only teams waveclear AND im against a tank top. (So I'm vs a Maokai and my team has a fizz mid, ADC Draven and jungle rek'sai for example) so I'm our teams poke and wave clear, then the mana is needed to perm spam Q E.
Tear gives you basically infinite mana for poking, higher DPS with auto attacks and a very nice build path.
Tearless gives you more burst damage for less gold and a more flexible build in the late game.
I personally prefer tearless so I can get a lot of situational items. With tear you go boots + GB + BC/Tri + Manamune leaving you with 2 slots for whatever you need. Tearless gives you 3 slots. Being able to get Death's Dance, Maw and a GA is sometimes way more useful than a huge mana pool and higher DPS.
That being said, tear is far from "wrong". You do you.
In my current elo (high silver low gold) I find I have enough burst to assassinate most squishies in the late game but I find my burst a bit lacking in the mid game.
Suggestions or adaptations to this build?
Situational items are Duskblade, Death's Dance, Maw, Lord Doms, Mortal Reminder, Sterak's, GA, Bloodthirster and Edge of Night. Pick 2 of those and hit 40% CDR (so at least a DD/Maw/CDR Runes/Lucid boots)
The mid game will be a lot stronger with Ghostblade. Compared to Death's Dance the 15 Lethality will be about 9-12 Armour pen in the mid game (which is a lot more than it seems) a cheaper item overall and better map pressure (movement speed on active and the out of combat MS are not to be underrated).
Don't finish manamune until you're getting close to getting the full muramana. The stats it gives alone aren't worth getting until at least 500 tear stacks.
