Line dividers are made by using tables. Basically, you assign one a color, width, and no height to create a single line. Example:

Adjust the width and color code as you please, and to make the line thicker, use more padding. You can find more table information here.

^ I was about to post something similar, but that's the idea, yes. Note that instead of using padding you can also set a low number as the table height (so for example, [center][table][tr][td bgcolor=#2e2eff height=1 width=700][/td][/tr][/table][/center] would show a similar result to what L3gislacerator produced).
