This is copied from the top build for Vlad. You should at least credit and ask permission to use some statements if you think they're builds good.

On a side note
Three death caps is just stupid, they don't stack and there's no magic pen. Plus most games have ended well before you get that.
Boots of swiftness are pretty stupid to get unless you kite enemies like Ashe. Vlad is a mage. he doesn't need swiftness. CDR or sorc shoes if they lack magic resist is better.
Mejais should be situational. If your score is 0/8/1 they aren't particually useful, runes give more ap then that, infact your base health does.

this build is ok..... you wouldnt do without sorcerers shoes or spirit visage though, I just cant live without them :)

This is the 3rd build I've checked out for Vlad and I see ideas/exact words from the other 2 that I read. Also as others have pointed out your masteries are off, no need for Haste with no Ghost (oh yes, those other guides that put a lot of work in had Ghost as a spell that's probably why you got confused).

you got masteries on ghost and you use flash ???

I have 2 problems with this build,
1. You assume you are going to be fed, grabbing ss, which isn't that bad, but the thing is, this build destroys late game with 20 stacks on soulstealer, however, you have nothing specifically to get you to late game. nothing to keep you alive during team fights etc. Up until you have all 3 deathcaps and rylais (which btw is really expensive) you don't have the damage output, and more importantly, with a build like this, you don't have the survivability. Any half decent team will focus target you like a other if you have a soul stealer, and this build could not take focus fire until end game, if then.
2. You have no description of HOW to play, which is important with a character like Vladimir. You need to explain to people how to combo your moves and survive, giving timing and everything rather than just say: late game, you will deal 1800+ in 2 shots. (and you have 0 magic pen, which bodes poorly for your dmg all game)
