No, but some people may have success with a tank Veigar and enjoy playing him that way.
Just because it doesn't work for YOU doesn't mean it doesn't work for somebody else. It's all playstyle, and as such you shouldn't downvote (IMO) a guide just because you don't play that particular character that way.
Like I said, I've seen a tank TF help carry the team to victory. He built tank because as a TF player, he always got focused first. So if they're gonna focus TF first, why not make it to where the rest of the team can do their job while TF lives? Makes sense, really.

Some champion types need to fill a niche. Since you constantly need to adapt to the game, building a certain way may be necessary. If your guide sets out to fill a niche with a certain champion, and accomplishes that goal, then it's +1 worthy.

This is an excellent point. Imagine if you're a new player, and you want a guide on Veigar. Then, imagine my tank Veigar guide is the highest rated JUST because it is the best written one, and it has been +1'd to the top only because of that.
At the same time, if you're going to downvote tank Veigar, maybe you should downvote an AP Yi guide, too, just because it isn't as viable as AD Yi?

as for downvoting ap yi because you downvoted tank veigar: there's a difference between normal veigar and tank veigar, ad yi and ap yi.

AP Yi is horrible considering you can only deal a spike with your alpha and survive against some random no CC with your meditate..

sure you could make a top quality guide for tank veigar, but that doesn't mean that player is going to become better at the game playing veigar as a tank
