As far as I can tell you are locked out from using any spells while you are flying through the air. I've tried Q then leap, but that doesn't seem to work, though if I am quick I can run over to the raptors and leap onto them before the extra stack falls off, but I haven't been able to manage it 100%.
It is actually easier to get the 2nd stack by starting in the bush below red and using the blasting plant to bounce yourself backwards and then going Red > Wolves > Blue > Raptors. But of course you don't get all the extra experience for killing the little raptors while you are level 1.
I should note regarding how healthy he is on that clear, comes down to a good leash from
Ahri via her Q (a decent amount of magic damage + a decent amount of true damage on the way back). You won't come away as healthy as Xsmithie did if you do the raptor camp solo even with the extra stack. Rengar's early clear is extremely tenuous in his current state. (read you had better love the champion to bother). Rito + 3 base armor on Rengo por favor.

it looks like he Qs in Mid air and that changes his direction, but I can't reproduce it or find a description of how to do it.
The point is starting the raptor camp with two stacks of fury which lets him clear his entire Red jungle in a relatively healthy manner.
I suppose it is possible that this just doesn't work after they changed the distance that Q lets him dash. eh, nope it looks like they changed that in 7.3, so the change was already in effect for this 7.7 run.
