I wouldn't say 9.6 split is 100% better, but the more tanks the enemy team has then the less useful lethality becomes. This is for 2 reasons. Firstly, they have so much armour flat pen won't do jack **** (which we all know) but it's also because the best time to start snowballing/killing a tank is before they get any armour (which is pre, where AD is better).
So a combination of lethality falling really hard against tanks and the pre 6 power AD offers over lethality, it makes it situationally better in this tanky meta.
I personally like going 9.6 split because I like the pre 6 power it offers, the "I didn't snowball" insurance and just in general most tanks are on the enemy team than mine.
However, if you regularly snowball with the 24 lethality then there is no reason to change that up. 70% winrate proves that what you're doing is working and working very well.
