Why not Graves, because his AoE means his team will easily get the buff. Why not twitch because again, everyone gets the buff.
It's a really solid point for what it offers, but as it doesn't affect you I like to be greedy and get that extra 10-20 damage on an auto attack on my gank. Think of it as an extra tick of ignite, it can get a lot more kills than you expect.
