You want more CDR because that's one of the rare things that isn't AP, and helps your damage output. It also makes stacking faster.
Refer to the runes section why taking flat AP is usually not good, and the math section for why CDR is that important.
As for penetration vs CDR, it's usually up to how much CDR items you want to build. Just make sure to get at least 35% CDR whatever runes/items you take. The rest depends on prefrence.
I usually aim for 45~50% CDR endgame, as you'd rather overshoot than fail to reach 45%. Still, 50% only happens when you have 5% or 15% CDR from runes.
As for the Luden's Tempest and Dead Man's Plate, again its pretty much circumstantial. One gives more mobility and survivability, the other more damage. I don't actually recommend one over the other in general, before I see how the mid game plays out.
As for Lich Bane.....its a HUGE distraction to your positioning.
I'm talking around silver to diamond, ofc.
That said, I personally hate not dealing enough damage on Veigar, so my question is whether or not all the extra CDR and Q stacks makes up for less damage you're getting from items. It seems like even though you have a ton of CDR it would be harder to deal Veigar levels of damage until later than a more aggressive build.
Your core build is designed to bring your damage level up to god mode as early as possible AND so it doesn't ever fall off. You basically can't get higher damage than this with your first 3 items.
After that, enenmy tankiness isn't a continuous scale. It usually falls in one of the 4 general spots.
The squishies, which you can kill with the core build alone (with only QW too)
The one defense item ranged damage targets (still dies to one full combo with just your core build) Maw of Malmortius, Banshee's Veil (if the bubble isn't up]]
The off-tanks with like 3k health and 120 MR (needs 2 combos to kill even if you went full AP)
And the full tanks which take 3~4 combos (only core) +R instead of 3 combos + R (full damage) to kill.
Some falls in between the 4 spots, but not that often. Consider getting a fourth item like Haunting Guise/ Liandry's Torment for that anoyying Vladimir. Still, it's mostly covered in the "when to get" under the damage items.
This is, of course, built on the fact that 1) you got the deathcap morello void staff core, even if you got them a bit late 2) you have around 9~12 times minute stacks on passive from 20 minutes on.
CDR helps with your Q stacks a LOT. It depends on how familiar you are with Veigar a bit, but mostly remains around 9~12, from reletively new to veteran.
My personal average is 11.5, and I'm pretty sure I'm not the best Veigar out there, so 9~12 * minutes is probably an easy achievement as long as you took CDR.
