Skill does out trump a team comp.
But its harder to do and people have to realize that if your down early the game isn't over yet.

One of the reasons I don't like playing Ranked... people say GG before the game even starts... and I have to get them to get over themselves. -.-
Yeah sure it sucks to not have a better team comp, but there's no reason not to try.

Thanks to GrandMasterD for my sig!
I think the reason the team comp is set up the way it is (a nice balance of AD/AP, and tank/tanky dps/carry/mage/support) is because it's the most uncounterable team comp. Sure, you can counter individual champions, but there's not a champion that's made to tear through all 5 roles instantly.
Enemy running an all-tank team?
Kog'Maw,
Urgot,
Trundle,
Last Whisper,
Void Staff.
Enemy running an all-mage/all carry team?
Banshee's Veil,
Force of Nature for mages,
Thornmail and
Randuin's Omen for carries. It makes it a thousand times easier for your tank to buy items against a heavily AP team, or a heavily AD team.
Enemy has no tank? Focus their strongest champion with CC (from your tank >:-D) and destroy them easily (you should be doing this anyways, but it just makes it all that much easier).
One person said there, "I think that I could argue that team comp is a part of skill."
This person couldn't be more right. Learning how to counter-pick is vital to success. You can always get better with a champion, but focusing on just one champ to get great at, and playing just that one champ every game will lead to horrible team comps that will be so laughably counterable that those who are trying to get out of ELO hell with their carry will fail even more miserably.
Basically, I agree that it's ridiculous to say "focus on one champ you're great at." It might be wise to have a best champ for every role (it's best to have more than one great champ for every role, in case they get picked/banned), but just playing one champion will just sink you into ELO Hell even lower.

Team comp means team composition. It's the collection of champions and champion types that your team is comprised of.
For example, a team comp (or team composition) might be entirely full of healers. Alistar, Nidalee, Kayle, Soraka, and Karma would be an example of an all-heal team comp.
