So what I've found is that while I struggled initially without tear, nowadays I have pretty much exactly just enough mana for every fight without tear.
I think tear is just okay, if excessive, but even if purchased, there's no need to upgrade it to Archangel until the very end, since Orianna Support doesn't make as much use out of the raw AP that much compared to just having utility items.
But it's rare to even get poked out of health as Ori Sup in the first place. In my games, I'm forced to keep my shield on the ADC, since I lack the mana to pull it to myself. This means that going for aggressive auto trades is pretty much out of the question. This then means my health isn't depleting; I'm usually too far to be in any reasonable amount of danger.
The refillable potion ends up being excessive for such passivity. If an Ori Sup decided to be more aggro, then refillable would be fine. But constantly harassing exhausts Ori's mana pool greatly, their first auto is pretty weak (since the autos are balanced around the stacking passive damage), and it usually just gives the enemy free spellthief procs.
Correct! It lets you rush straight into stronger support items right from the first back.
It also gives some health regen, but that's not really the reason to get it. The big thing is that it lets all your coins give more money; the faster you get it, the more the investment pays off. It also means you get the ward charges more quickly.
As for Eye of the Ascended... yeah that's garbage for Ori Sup haha. That basically should only be built as a last resort when either the very final teamfight is about to arrive or all the other items are already complete.

Band in the situation that Ori will be in is what RefPot cannot be. You will most likely be out of range of the enemy acd and supp, which means that you will be poked less often. Because you are not tanking some shots, the shield you are providing is your repayment for your adc protecting you. Because of this, (you, not being poked as much as an offensive supp) the 2 charges you get from RefPot is almost useless. The poke you would most likely receive won't do enough to really get the most out of the 2 charges. You standing behind will most likely be enough to get more out of Band than RefPot. As with having band you will have the Biscuits delivered. Those too can really take the place of RefPot and enforce the priority of Band over RefPot. All of this together will be giving you enough sustain to really not need RefPot meaning that RefPot is "Meh."
