Actually she is pretty killable, it's when she is fed (meaning 10/2/5) she becomes dangerous.
If she died alot (meaning 10/10/0) she is basicly as easy/hard as anyone else with that score.
I've never seen an 2/2/0 tanky irelia be dangerous enough in group fights that she basicly pentakills everyone so to speak or tanks them.
People tend to forget that when fed, anything becomes dangerous in the right hands :P.
As for the how do you counter irelia part.
To be honest it all depends on the situation but i could waltz through that a bit ^_^.
1v1, you avoid getting her lower % of hp untill she has used her equilibrium strike, feint a retreat so they are more prone to use it.
Most people just jump in and forget the effects/requirements of equilibrium strike and then are like, damn that stun.
To make things worse, right when she uses her Hiten Style and plans to charge you, run back a bit and stun, it's fairly visible when she uses it so no problem here.
This cuts off a great deal of damage, if you don't have stun use slow or blink and take some distance before going back.
Irelia is 1 hell of a mana eater at the start so you can make use of the previous trick to drain her mana.
When both are low hp, give up and just go back, chasing means your probable death because of stun.
In teamfights, well you always should go for the most squishy, try to avoid going into teamfights with her hp lower % then your team's % of hp on the champions or you will face the hated stun.
Last but not least, try to avoid hugging eachother, and stay away from mobs, this is to avoid her ultimate's damage aswell as the life steal she gets.
To be honest, there are quite a few ways to get her, as ranged you are even better against irelia at the start of the game like with ashe for example because of her inability to escape other then her ionian fervor (and possible ghost or flash) which does not help much in 1v1 or 2v2 fights as ashe for example has constant slow as long as she has mana.

It's not hard to get fed as irelia; her bladesurge makes her incredibly easy to last hit. When you try to harass her, she just bladesurges you and stuns you, then goes to town to heal herself back up AND deal true damage.

Even if someone like Le Blanc tries to wait until equilibrium strike is exhausted, Irelia should be tanky enough that she can easily take the burst damage and live long enough to heal back up with hiten style + transcendent blades.
Even though she might be mana hungry early on, it's no problem to start out with a sapphire crystal - it builds into sheen early on. Even so, managing mana should be a skill developed early on.

That being said, on topic, I've never seen an Irelia give me trouble, but in my duo queue my partner has carried himself from 600-900 as Irelia and Urgot and helped me get over 1k (I tend to play support roles in ranked, so it's harder to carry unless I roll Kayle).

In the patch preview, they said "taking a hit to tanky dps' laning phase", so Irelia is probably going to get a mega nerf.
