Also Terroronyou's guide really pushes for an early Tear of the Goddess. You don’t even mention it. What’s your take on this item?
Now about Tear of the Goddess, I actually had it in my build for a long time, but then in patch 8.9 it was hit by two nerfs at once. They cut down on the item's main benefits and made it generally more inconvenient to build.
The most damaging nerf was the gold cost increase from 750 to 850. Before that, buying a Tear on the first back was no hassle at all, especially with Future's Market equipped. Now, though, you often have to stretch yourself thin when you want to afford it. If you get bullied out of lane and forced to back early, it's likely you cannot get that first back Tear; on the other hand, if you do buy it, the extra 100 gold delays your other items. This is especially significant because you may need to invest in some early defense but end up short on change, leading to weaker brawling and more lane pressure against you.
The second hit was the mana nerf, in which Tear's mana refund was reduced from 15% to 10%. For a spell-spammer like Taric this was the main benefit, so having it reduced gives less of a reason to get it in the first place.
The only place I can see Tear being decent is in an enchanter build, as Terroronyou's build is with Ardent Censer and Redemption being the first two core items. In that case, you sacrafice early game power and defense for improved healing in the midgame. However, Taric who is very susceptible to poke and burst damage in lane, and early game has become an increasingly important time to gain an advantage and win games. Thus, I opt for a hybrid- or full-tank build, aim to win lane, and forego the Tear.
Regardless, Tear is not necessary with the right itemization. Righteous Glory, Zeke's, and Ardent are some core items that supply you with sufficient mana to thrive throughout the game.
TL;DR: Gold cost and mana refund nerfs made Tear weak in tanky builds. It now takes longer to purchase, delaying your other items, and with it you lack proper defense for a long time.
