There are a lot of possibilities as to who can jungle. Look at Heimerdinger, his turrets and AoE rockets and blind/stun are great for jungling. But his Low health pool and low mana pool, plus some semi-annoying cooldowns, make it hard.

The way it's done is to break creep aggro while reducing healing with Impure Shots. Stonewall doesn't recommend it at all.

Why does Gragas need a sunfire? Wouldn't it be better to get a RoA or the like?

Hmm I saw a Vid once, Full AD Runes, attack speed blues, start with a doran's blad
He had like 90+ AD at level 1, He gets impure shots, and he got hit once by blue golem, finished level 4 at 3:Something, I'll try to find the vid
