The direction I focused on was about being a intervention threat to the opponent's aggression. As Wild Cards (Q) is set aside for later in the build in lieu of On-Hit DPS Twisted Fate's range is regulated to his Basic Attack of 525 Units unless you rush Rapid Firecannon. This make "Poking" a risky venture outside of using a back-lane minion to set off a Red Card AoE for extended reach, but also implicitly damages the wave. Due to this I suggested "The Cooler" strategy of imposing yourself to prevent and punish enemy progress beyond their wave.

This is also why Relic Shield out performs Spelltheif's Edge in this build; the scarcity of secure poke opportunities means a higher loss of potential gold than the comparative ease of executing minions with high speed attacks. As Presence of Mind more than accounts from typical resource difficulties, the increased Mana Regeneration also appears to be excessive in my opinion.

Press the Attack would make a very interesting alternative to my proposed build, as I favored Lethal Tempo in order to monopolize on Twisted Fate's Attack Speed and On-Hit effects. In my perspective I value average damage over burst, yet Press the Attack would also aid in the ADC finishing off a target you have whittled down.

It comes down to preference at this point, without further data.
