You can do it if you would like, I just, couldn't ever stomach it. Support is fine though.
It’s far from perfect, and it’s a long way from the level I once maintained. That’s partly because I’m no longer online sixteen hours a day, dissecting every minor detail or exploring every conceivable theory whilst breaking the game for everyone to suffer in (so long as you're not Teemo). Now, I review things, make a judgment call of "this should work" test it in a custom game, play one or two matches, and release it as "functional," rather than a surefire path to climbing ranks or just being a blanket meme.
Regardless, I hope the guide still proves helpful to those who use it. I'll do my best to try and keep it up to date, but with how bored I am with Riot games, I can't make any big promises :P

Nashor -> Shadowflame is the best DPS spike you can get when solo farming / duelling.
Situationals are situationals.
Rabadon for huge DPS spike when you don't need defense. Zhonya for any situation where Zed, Khazix and other such stupid assassins get in your way from being able to do anything.
1. Could you please add item sets for all rune pages? It's missing few builds, f.e. for Shrooms build.

Item sets are mostly based on the runes you're playing.
To get the most out of On-Hit you'd play PTA. To get the most out of shrooms you'd play Comet (even if it's rough for laning) mathematically speaking. Burst would be Dark Harvest and sustain / bruiser would be Fleet or Grasp, subsequently using good synergy items to support runes.
Unsure what you mean for adding even more item sets, most of what's being asked seems situational. Ideally your role as a Teemo is not to kill tanks. That's left for champions like Vayne, Kayle, and other such tank shredders like Fiora and Gwen. There is a heavy misconception with Teemo being solely focused on killing everything with shrooms. It's not true. If a Tank builds Spirit + FoN and other stacking MR like shields. You're done. You can not kill them. It's not your job, even with stacking magic pen %, you're not capable of doing any harm to them alone.
However, back in 2018? 2019? We could go 100% pure magic damage on-hit Riftmaker with Nashor + Shadow + Rabadon and then immediately buy the old Kraken Slayer with items like Wit's End for defense, meaning if the Tank was stacking MR, we would have then been able to deal 100% of our magic damage as on-hit critical AD conversion which was so ******** funny, on top of Riftmaker giving true damage and insane amounts of sustain since we were dealing upwards to 2000 AD on top of 1500-1800 AP with auto attacks. Nobody could stop us, then they kept powering up that item until it was eventually nerfed. Of course you might say "But Thornmail!" if you hit a minion twice and then them once, it would activate the full power of Kraken without applying much reflect. Very well thought out planing went into that build to specifically counter MR tanks, with mind games, etc.
Don't believe everything you hear online, even me and even streamers. Cryptbloom is a support item, meant for healing allies, damage wise. Cryptbloom gives utility and a small AP spike. The healing field is nice for teamfights, but Teemo rarely plays in the center of fights long enough to use it well compared to, let's say Veigar or (enter AP burst champion), even if he is off doing split push things while supporting from afar. He's just not as good with it, especially with how depending on your rank and players competence, you might never get a single shroom play all game, so the raw increases from AP for everything else is better.
Normally: Nashors -> Darkseal -> Shadowflame -> Rabadon is your best all around build for splitting, duelling and fighting as it's a huge, absolutely huge damage spike. Where as playing for shrooms means "I don't want to play for myself, I wanna play as a team" pointing back to the aforementioned issue, he doesn't do too much in quick exchanges outside of long set up times.
So Iron-Platinum is, win lane (or aggressive Jungle invades) to control your opponent, get their attention, be aggressive, push non-stop, using shrooms as vision and strategic escapes and damage while playing for those side lanes.
A while back I compiled the logically best shroom build, consistency wise it's Comet. Potential wise it's Dark Harvest. Both are polar opposites. Comet works great late game with 4 second cooldowns, very good consistency, where as Dark Harvest is harder to proc early game if it's a difficult lane and very powerful late game, devastating really. But you don't want to waste time. You want to get out before late game comes around unless you're messing around.
So, yeah. Just wondering what you're asking for with more item sets.
When should they be bought? For example, second, third, or fourth item? Do you have to finish the core items of your build before building that item that's good against a specific champion?
Example: I have an opposing Cho'Gath and K'sante, both of whom have Void Staff as their suggested item. Can I get it as my second or third item?
Another example: Against Diana, you recommend Wits End.
But let's say the magic resist isn't useful against the laner I'm playing. Do I still use it? Or do I force a Nashor + Wits End?
Wit’s End is great into dueling lanes, especially bruisers, while playing PTA and it gives you MR for mid-game threats like Diana or Veigar. It isn’t as strong as it once was since we can't stack that MASSIVE sustain build we used to have, but it’s solid defense without dropping your on-hit damage. People like to say "Just build Zhonya," but it’s armor, and once it wears off you’re dead anyway to their Lich Bane burst, so even if you dodged their ults is it really worth it?
Giving the idea you're not grouping, since Iron - Plat is all about splitting and duelling.
It would be something like Greaves, Nashors, Kraken, Shieldbow, Bloodthirster and Terminus, You could put Blade of the Ruined King instead of Nashor, but really you do more with AP :P
