Last Whisper helps with high armor champs and doesnt cost too much (I buy it 4th, 5th, or 6th depending on their armor at a given point in the game).
It is an expensive build but thats why I get the phantoms before the lifesteal (actually now I get 1 phantom, then blood thrister, then another phantom). More attacks, and then more damage, help you farm faster earlier to help complete the build (or most of it) every match.
It does some great damage, combined with good shroom placement and you can really hurt the other team. Only problem is once they realize how much your crits hurt.... they focus you instantly and give you no time to do any damage to heal. You die fast when focused early in a fight.
Avoid being focused, though, and you'll get double and triple kills no problem.
1. Critical Strike Teemo doesn't do well as his Base Attack Damage and Scaling ratio is pretty bad, he is not as strong of an AD carry like Ashe or Ms. Fortune since being that your enemies can get thornmail to counter you and make you completely useless with no penetration at all... you will be hitting for like 115 per shot on tanky thornail champions if not less.
2. This build is very expensive to even get the main items to deal his damage ... most games you won't even get to your 4th items unless you farm like a mad person or KS your team mates for kills.
3. 2 Phantom Dancers are pretty bad to get now a days since their nerf to their Lack of Dodge. The more reliable route is getting a Phantom Dancer and then a Trinity Force with an Infinity Edge to deal Maximum damage and speed. Yes you give up a little but of Speed and Crit but Trinity's 150% passive well makes up for it ...
4. @godlytrizo AP teemo has awesome it's flaws like Secretpanfish said, just getting an Oracle will shut down teemo, or just staying away from Bushes all together while at the same time, going AP teemo means less farm for him as his farming is very bad unless he drops a mushroom in the middle of 30 creeps.
5. Teemo has on hit effects with his toxic dart, so why not take that advatage and build him with even more on hit effect items? I personally dont like going down the crit route on any champion as all you have to do is get 150 Armor plus to make that person useless if they dont have any Armor Penetration to null down ur Armor ...

But if you want to stick down the Critical Road ... then try this build ..
Yes I don't have boots included in this build because of the movement speed boost you get from the 1st 4 items on that list .. will make you more then fast enough without boots .. Using Youmuu's UNIQUE Active will give you AS and Arm Pen while Trinity and Infinity gives your attacks extreme amounts of damage output .... but keeping Hextech just use that you can use its UNIQUE Active to slow the target down to land your Trinity's slow ... and have the life steal there to keep you healthy .... this build gives you 2.5 AS ... More Damage Output for your Crits, and Armor Penetration to counter the beef tanks who are stacking Armor ...
me i think personnaly the best teemo are ap teemo but it seems destructive.
Forgot about this post. I played against an AP teemo, I went 21/11/12 in a win he was 4/8/12 or very similar. He stood no chance vs. me that's for sure. I got 2 turrets and a barracks. Oracles work so well on those pesky shrooms, and avoiding the bushes keeps you safe. Or let a tank clear bushes and place your own 700+ dmg shrooms.
I switched to all runes of malice. 20% crit chance. Only 1 AP item and its bought near the end. I also took away 2 from Archmage's Savvy and put 1 on Cripple and 1 on Burning Embers. +10 AP makes up for the lost 0.4 AP per lvl and some of the lost AP runes and ignite should be on cd often enough. Longer Exhaust is nice with -10 Armor/Mag Resist too.
Then I switched item order. I get Berserkers Greaves first (by starting w/ basic boots and 2 health pots), then Phantom Dancer and Phantom Dancer, then 2 Vamp Scepters, then Phage/Bilgewater Cutlass/Frozen Mallet followed by Bloodthirster. Finish off Hextech. Lifesteal not too useful if you dont do much damage or attacks per sec. Plus more movement speed and attacks per sec means better farming and shroom placement. Easier to get a turret or run to a teamfight (or from death).
I went 8/1/2 ranked then 6/3/10 normal. Got Hextech before Frozen Mallet that last one. I think Frozen Mallet first best for lots of HP as a "base" when they nuke you then you lifesteal it all back.
Anyway thanks for the build. Now I just need to remember to use Bilgewater/Hextech active more lol
-edit- That 6/3/10 match I killed 296 + 18 creeps, 4 turrets, 1 barracks (16.5k gold). 3 turrets in the 8/1/2 game. Solo dragon is fun, doesnt take long, and I think with Frozen Mallet you could solo baron. Full bloodthirster probably required too.
