Whooah, passive is insane. Mordekaiser's ult whenever he kills an enemy?! Just saying. That's way OP, and in a way makes Mordekaiser kind of UP compared to that right there.
About the Q spell, I'd say you need to add things like it's armor and HP, etc. Aside from this, you should make it stronger per level instead of just giving it a base strenght. There's no reason to level up a skill that doesn't get better from leveling it up :P
I like the idea about the W, however I think it would get a little out of hand to be able to summon 4 different "pets". You say they're controllable, but how do you get 4 different slaves to move to ONE location? o.o They'd get bugged into eachother, each one trying to be in the center, lol.
And finally, the ulti is just as insane as the passive. 2 minutes?!?!
It doesn't seem very balanced to me. That's my opinion :S

thanks for pointing that out. i wrote this on my phone while bored in calc class and the times on those abilities were way too long.
i have now changed entrapped soul to be much more reasonable and have changed necromancy to be just longer than mord's. i think this is balanced because mordekaiser's pet also gives him ridiculous buffs, E.G. if mord kills veigar w/ children, he can gain ~200 AP for 8 seconds. if Rennick hits veigar w/ necromancy, he just wasted his ult.
also, only one pet is stated to be controllable, i intended the others to use minion logic.
i will be adding level values to the poison, thanks for pointing that out.

Just wanted to point out that
Decrepify is already a spell. I like his passive, but it seems a bit useless, since you wouldn't have much time to get your ghost to do anything. In a teamfight it could be god though.

Any time Rennick gets a kill, he raises the spirit of his enemy for 4 s. this spirit has half the stats of the killed enemy.
Q: Raise Dead
Rennick raises the spirit of a fellow yordle. This spirit has twice the stats of a melee minion and deals 24 damage plus an additional 24/30/36/42/48 poison damage (total) per attack
W: Decrepify
Rennick kills an allied minion in order to summon an undead corpse as a controllable pet. (this spell would be a lot like promote)
E: Necrosis
Rennick traps an enemy for 1.75/2/2/2.5/2.75 seconds, any damage taken while trapped will be repeated 100% over 40 seconds as poison damage.
R: Necromancy
passive: all of Rennick's pets gain 50% of his AP as attack damage and receive attack speed based on his CDR
active: Rennick raises a doppelganger of a target enemy for the 25 seconds. this doppelganger has 150% health and applies a random cc effect on hit.
Notes:
i tried to balance this character so that he gains momentum as he builds an army of pets, but has issues when he gets killed too often.
i still haven't figured out some things (like ability cooldowns) but i will be adding them later.
any thoughts/ideas/feedback would be appreciated
