Q has too weak of ratios, but he seems pretty cool actually. E may be a bit overpowered though, with 500 DoT lifesteal, and with 600 AP (obtainable easily mid-late game) he'd drain 1,100 hp and mana.

Skills:
Passive: Every 5 attacks Devrin releases his soul at the enemy reducing their magic resistance by 20 and causing your next spell to ignite the enemy for 10 dmg a second for 5 seconds.
Q - Soul Crush: Devrin drops a hammer crushing the enemy's soul, This silences the enemy for .50/.75/1.1/1.25/1.50 seconds, dealing 50/80/120/200/250 (+5%/10%) AP/AD
W - Soul Shred: Devrin extends his nails to slice up the enemy's soul causing them to be feared for 1/1.25/1.50/1.75/2 second and dealing 5/15/20/35/50 (+.5% AP) every second for 5 seconds.
E - Death And Decay: Passive: Devrin gains 5/10/15/25/50 AP
Active: 2 second Timed delay on a target area, Devrin casts out his soul to corrupt a target area sapping enemy life 10/20/30/40/50 and mana 5/10/15/20/50 (+3% AP, 7% AD) every second for 3/5/7/8/9/10 seconds and giving it to Devrin in return. This ability is not affected by CDR and has a 20 second cooldown (Reducing by 2 seconds every rank)
R - Soul Steal: Devrin's soul leaves his body entering an enemy making the enemy unable to control their champion for 4 seconds, This deals 50/100/150 dmg upon entering and 25/50/100 damage every second. You are able to use any skill the champion hones (The ultimate is replaced with your ultimate to cancel) at the cost of 50% less damage. Your stats are used. (While in champion they take 50% less damage from towers), every skill used in this form will give Devrin a stack capping at 3 stacks (Q W E) each stack making his ulti when used to release his soul splitting them to every nearby champion (by amount of stacks it splits) dealing 100/125/200 (+15% AP) also silencing them for .50 seconds. Devrin is unable to cast any abilities for 2 seconds after using his ultimate.
So I tried balancing him as much as possible, I though it'd be a sick idea, Anyone got any suggestions on balance? I think he'd be a very wonderful champion :]
