I think that they made it that way becouse the passive is a thing that helps mainly in early game.
And if ppl stay on the lanes for longer the games usualy end up faster. And they are aiming for shorter games.

Nocturne can lane just fine, but he's infinitely better when jungling. If Nocturne lanes, it's just wasted potential unless in 3v3, where he's still really good.

:) You are you are. Imho if som1 jungles with Noc he is doing it wrong.
For me a good jungler is a champion that has problems at lane (like WW, amumu, olaf)
In some cases those champs could be good but mainly they lack something to be viable on lanes.
Noc on the other side... has HUGE range on his Q, it deals quite good damage, and it is easy as Q->Passive melee to take 1/2 of enemy squishy ranged HP, if you add that on lvl 2 you have quite reliable CC, you should get 1-4 kills on the lane before you destroy the tower.
I try to solo Noc when I can and get another person to jungle
Although he is a good jungler, you need to either work your way up to blue or get someone to leash it for you at lvl 1 to be able to get it
an idea jungler doesn't need help to get blue at level 1, ie Trundle, Warwick, Fiddlesticks, Irelia, Yi, just to name a few
Noc, on the other hand, laning, Q + fear, and proc your passive, you hit so hard bro...you can get so fed laning.

i like to jungle on nocturne. but as everyone else said its only if we don't already have a jungler. i don't really see a problem with someone leashing blue at the start to help out, hell i have someone do it everytime i jungle (as they are usually already there watching for ganks.)
the only problem i have with noc is that his very first attack triggers his passive (when hes already at full health)

Nocturne is a great jungler. It's not because he is an ideal jungler, he sucks at it. I recall even sometimes--so yeah, I can be a tiny bit underlevel'd and suboptimal.
However, because when he reaches level 6, you can just roam him around the lanes and get some easy kills with ultimate. That's why he's good jungle, because MIA nocturne is dangerous.
