Okay, so what I'm trying to understand is if you mean for this champ to have debuffing abilities such as
Mocking Shout (off topic, does anyone else think reducing damage by 2x B.F Swords is op?) or Starcall or A Harmless Scarecrow 'cos there are many of these abilities already in existence in this game... So it would be a champion with many of this type of ability or what?

No, CAC 1 should not have hard CC like that - there are enough of those in the game. Ideally we're looking for a champ that spreads hassle and harass that is difficult to deal with but must be dealt with to prevent team death - perhaps even an AoE.

Fiddle's passive reduces MR. That's why I used it as an example.
Trynd's Mocking Shout reduces AD.
Starcall reduces MR.
Corki's Phosphorous Bomb reduces chance to hit.
Teemo's Blinding Dart blinds.
Anivia's ultimate reduces AS.
Eve's Ravage reduces armor/MR.
Heimer can blind.
What I'm trying to say, is what is the point in having a champion that's exclusively there to debuff, when we have champions that can fill other roles (carry, support, DPS, etc) AND also debuff the enemy champions. The debuffing that this champion would have to do to deem it viable in being pure debuffs would make it OP. Like I pointed out, Trynd can reduce enemy champ's damage by 2xB.F Swords and that is only 1 of his abilities, which is ALSO a slow. He is considered an AD carry/DPS.
Can you justify how this champion is going to fit into LoL without making it either UP or OP? Because I don't think that there is any possible way of making a champion that is viable whilst it is a debuff only champion. I know the idea sounds great, but when you think about it, it really doesn't seem like it would work.

ANYWHO, it may be better to have some sort of debuff being caused by each of the abilities. Like Q could end up debuffing mana and health regen. E could be a debuff to something else. Sadly, I can't think of more examples.

You know it kills me to say that footyballs is actually right (No it doesn't!), but at least we're trying to make the best out of it. I felt there were a couple of troll votes, despite the fact the victor seemed obvious. The problem here is that there are very few people who are actually discussing this, maybe we did a poor job 'marketing' the project. But then again; there are about 9.000-20.000 guests, and 200-600 members online daily at the time. A fraction of those use the forums, and a fraction of those were interested. Everyone out of those people had such big hopes, (myself included), sadly it ended up with a concept that only a few dousen voters could agree on meaning the rest of them left. There is no point in re-rolling however, unless you feel the results are negative or lame. If it does work we just have to get everyone to know about the potential champion.
If anything Jet could still make an excellent politician. No-ones to blame though.

Youre Rammus, you have 70% physical and magical damage reduction, if youre getting stunned for Y seconds its no biggie, youre tanky as hell.
However, if instead of getting stunned, you were taken Y armor/mres or X% armor/mres away it would be a biggie though you could still probably just defense curl or powerball to live another day.
I guess what im trying to say that even though hard CC are a pain in the *** especially if you're a squishie curses can still be a major threat.
Oh, and since theres some problems with the terms buff and debuff why not use something like this:
Hard CC - Stuns, knockups (silences, blinds?)
Soft CC - Slows (silences, blinds? Seriously, I dont know which I should categorize them in.)
Curse - Anything that lowers stats ie. Rabid bite, dread
Bless - Anything that boosts stats ie. Bloodboil, eye of the tornado
Shield - Eye of the tornado, feint, stand united
Heal - Heals the targets health/mana ie. Monsoon, infuse, wish
Positioners (lolwut) - skills that move the target against their will ie. Rocket grab, fling, Hyper-Kinetic Position Reverser
And all the buffs and debuffs would also fall under one of these:
Self only - Only possible to use on yourself ie. Feint
Ally only - Most of the time anything that is beneficial to the target that also isnt a self only skill.
Enemy only - Most of the time anything that isnt beneficial to the target.
And also the skill will obviously either be single target or AoE and it can also be a skillshot.

This champion is going to give us a lot of trouble. The concept just sounds like a bunch of "Curses", making this extremely annoying, but not truly game-ending. Like Trundle's Rabid Bite. He lowers your Attack Damage by a lot, but it doesn't ruin the fight for you.
Maybe, instead, we could have one curse (that blesses closest ally?), one heal (AoE, any enemies hit have healing reduced?), one positioner (lolwut is right), and one shield (maybe like Karma's/blows up???). Not saying this would be what the skills are, but it is something that could happen. If it was something like this, this champion would probably be support.
