I believe 99% ppl dont like popups at all :)
I would get annoyed by that. If i want to leave a comment i do so... i dont need a reminder of annoying popups.

I'm the kinda a guy who operates better if you give me an extra moment to process, which makes me seem slightly slow sometimes.
Being asked to comment each time can remind me if I have any thoughts I want to pass on to the author.
