I'd say that guy is just wrong. Plain wrong. Noc is actually easy to counter if your team has better teamwork than the enemy team.

I've also recently discovered that his Q is rather easy to dodge unless he's close to you.

hehehehe Who are you trying to fool? This is not April 1. At lvl 18 with no masteries, runes or items Noct has an effective hp of 3200. Nunu has the biggest nuke in the game and the best effective level I have ever got him to is about 2700. But wait Nunu has a build up period and Noct has a spell shield that he can trigger.
No AP champ can build up their burst to one shot status if they have to change their entire build by adding expensive counter items for just one champ. The arguments being made on how to counter him are more convincing that he needs nerfed than anything anyone else has said.
I have countered him late game, with Morde and 2 sets of Thornmail. HOwever keep in mind that most builds with Morde already include 1 set of Thornmail so adding a second is not big departure from norm. I bet you can count on one hand how many champ builds incorporate Thornmail as a regular part of their build.
Enough said. I do not believe Noct should be nerfed. I believe he should be withdrawn, redesigned and then introduced again.
