The problem with the first is that nobody would buy it. Health regen is impractical in a fight and I can't think of any reason to get it over Leviathan, which is basically never bought anyway.
The boots sound cool though, but the snowball seems a bit too hard. You reach +60 movement speed, which is really, really significant. I do like the slow reduction, however, but that's really why you buy Mercury's Treads.

Yah i would suggest making max stacks around 30 which is different. that way they will end up faster than boots of swiftness but slightly slower than boots of mobility. As well the max stack benefit should have an alternate effect. When moving you gain xyz % chance per xyz distance to ignore the next movement impairing effect. When successfully ignored the counter resets.
Itll be hard to gain the max anyway but because of the increase in speed it really wont matter.

As Jebus said the HP regen item is impractical and not very useful at all, but the boots are really cool. Just seems a tad expensive to me, and the effect at 20 stacks is kinda... I dunno... I just don't really like it. The effect doesn't seem really unique to me. It'd be more interesting if you could like, do collision damage since you're running so fast at max stacks, or maybe an active ability that lets you dash when you have max stacks.

If you make Voodoo Charm's max stacks 20% Lifesteal and 20% Spell Vamp, that would make it a lot more interesting. Maybe even 25%? And I can see where Voodoo Charm would be useful, and not only on Morde and Mundo. But it would be an extremely situational item. Dunno.
