This is the problem with the rating system being based on thumbs up/thumbs down. It puts people in a situation where they have to decide which they're willing to put as more important: how well-written/good the guide is or how much they like the items/masteries/runes combo on said champion. In most cases people pick the latter (I try to chose the former, I may not agree with someone's preference, but I can still like their guide)
I can spend hours writing a guide and get a lower rating than some idiot who posts something nearly identical a few weeks later with no guide or explanation at all. Or worse they can just come downvote my guide just because they feel like it and delete their comment if I require one (I've had that happen at least once). It can get kind of infuriating.

Probably in that order of importance, too.
Does that make it viable? Not really.
Although it does quite often make the game a hella lot more entertaining, especially if you're on Vent. ^_^
