Singed wasn't nerfed. He was tweaked.
He was tweaked into Tier 1 right there with Singed.
They took his AD/AS, big whoop; His poison is how he pushes like a boss.
Now he has MR and CC-reduction; pokemon masterballs won't even been enough to stop this champion anymore.
Personally, though I have low experience with Singed, I'd go:
sapphire + 2 hp pots
Catalyst
Merc's
Rylai
RoA
Glacial (rush into Frozen heart if enemy is very AD heavy)
Abyssal
Rylai for the epic slows, RoA cause it's great on him, Glacial for armor+cooldowns, Abyssal for MR, aura, and AP.
