Not getting at least one level of Stacked Deck is a bad idea. The ability cooldowns and increased attack speed are really beneficial to Twisted Fate. Faster ultimate, more damage (even though you're going full AP).
It's really a personal preference. With atleast a few hundred games under my belt as AP TF, I feel that it's not as beneficial to get. The 15% CDR is nice, which is why I can see it being a factor, but I prefer getting the damage on Wild Cards up first while receiving the highest possible mana from Pick A Card. I should add (If I haven't already, can't exactly see from this window) a little disclaimer for mentioning that you can do whichever you please. Personally I tend to farm and gank with my ultimate quite a bit, and the damage from Stacked Deck isn't as useful since I won't even be autoattacking more than 3 times (Although the initial burst is nice if you've gathered stacks) since they die from PaC and WC after 1-2 barrages.
By the time the CDR comes into play (Around the time where team fights take place) you should be atleast close to 13 and perhaps have either one item with CDR or blue buff. 9% from masteries +3% from rank one Stacked Deck plus ~15% for items or blue buff would still give you 27% cooldown reduction. This'll brings your ultimate to 98.55 seconds vs. 81 seconds with 40%, unless you have another item of CDR or choose to go with CDR runes. Again, I PERSONALLY enjoy having my WC and PaC hit harder over the 13%, while it may not be beneficial to most players, it's what works for me. If I do better the way I specify it, I'm not going to bring my play down in order to bend to what's considered better.
I'll probably throw a section in to the guide saying when you can pick up Stacked Deck, but I wouldn't say it's a bad idea. If it works, it's good, is it not? Although I do appreciate the criticism, and you do bring up a valid point for those who do prefer having one rank in SD. Cheers, 13ored.

No need to get stacked deck, this primarily relies on long range harass with wild cards and moving in with gold card for the kill. The choice of runes is what I prefer, as I mentioned before, there are many different ways you can build his runes. However, I doubt you actually READ the guide, or you would have noticed that.
