They're both the same in applying damage, just that Fiddle's one ends after a certain time and Karthus's one ends when deactivated.

For
Gangplank's Ult, it only deals damage if you get hit by a cannonball.(Almost survived it by standing still once)
For Wingborne Storm, It's a pulse.
For Make it Rain, it's as soon as you step in, and then pulses.
