A fully built Kayle played correctly will kill a full buily Veigar in the time it takes for her three second bubble to wear off.

its very low thats why it suck , even for jungling i think you can hit only 1 of the little lizard/golem by hitting the buffs .
if it had more mana regen it can be considered as a nice laning items , something like a AD version of philosopher stone with 3MP5 + 8HP5 start item but the regen is a bit too low for that
