It's decent. Making the matchmaking better than it already is is incredibly hard.
I've played games with way worse matchmaking.
Elo depends 90% on player skill and knowledge of the game. Just play enough and you'll get placed where you belong.

Here's a screenshot of my ranked stats with Annie (of the 2 games I played with her in ranked XD).
Before anybody says anything about the low CS, I play AP carries in low ELO like I would play in a bot game. Lane for 5 minutes and then ROAM ROAM ROAM lol.
