Honestly, Alistar is a support tank who can benefit from a little AP like RoA or something if the situation allows for it. Sion, however, is a much better caster due to his ranged ability and the fact that AP also increases his shield's strength, giving more survivability as well.
I love 1v2 AP Sion top lane when I'm in ELO Hell. I get kills from people underestimating my damage ALL the time.
