Those are the most basic runes and cost "just" 17220 IP (lvl 3). They are useful on any champion, so you should get them first imo.
With ~9k IP and Lvl 20 (6 marks/6 seals/6glyphs/2 quints) I would go for 2 Greater Quintessence of Fortitude (lvl 3), 6 Greater Mark of Desolation (lvl 3), 6 Greater Mark of Insight (lvl 3), 6 Lesser Seal of Resilience (lvl 1) and 6 Lesser Glyph of Shielding (lvl 1).
Makes 9200 IP in total.

The focus (flat CDR) runes are best. Go with them. But you can just go with MR/lvl on most champions for cheaper runes.

Honestly, it depends on what you play. Definitely prioritize MrPen/ArPen for marks, as nearly every champion uses them. For seals I will usually run Mp5/level, dodge, or flat armor (jungling or armor tank). Glyphs are usually CDR or MR/level. Quintessences are more up to you, but flat HP, Movement Speed, and MPen/ArPen are all good on most champions.

Assuming you're going for the tier 3 runes (anything else is just absurd).
Marks: Armor Penetration and Magic Penetration
Seals: Dodge and Mana/5 per level
Glyphs: Flat Cooldown, Ability Power per level, Magic Resist per level.
Quintessence: Flat AP, Flat Health, Armor Penetration (Movementspeed, Gold per 10, Cooldown)

Seals: Dodge and Mana/5 per level

I have not just resorted to coming here after not having done any research. I had a friend playing this game and I'm sitting here hoarding IP and I finally reached lvl 20. Now I have ~9k IP and I am trying to figure out what to buy but do not want to buy the wrong thing. I read the main rune guide that has the run down however it isn't straight forward. I understand that I should try to buy some for a specific character but why should I buy Greater glyph of fortitude vs. celerity? A lot of the builds say celerity, but the fortitude is more expensive so I assume better. I guess magic penetration and regen are the next step?
