If you get both, you should get BC first and an early Avarice Blade, then upgrade it into Ghostblade in lategame.

No, the problem with rushing Cleaver is that Brutalizer is such an amazing early game item that it makes up for its lack of damage later on. Armor pen and CDR, along with AS, are what Xin Zhao needs, and Ghostblade provides all of that. Youmuu's active is just icing on the cake.
I'm willing to bet that Ghostblade+Recurve Bow deals more damage than Black Cleaver and at very similar costs.
Not to mention that Ghostblade allows for a TTS chain-suppress.
