1. You only have one way to proc Rylai's passive.
Time Bomb is your only damage skill.
2. The passive on Rylai does nothing for Zilean's gameplay.
If you double bomb, your combo for early/mid game is done. You're suppose to back off.
The slow won't achieve much. You already have Time Warp if you need a slow.
You're fair better off with Rod of Ages if you want an AP + HP item.
It's cheaper, and more useful for Zilean in the long run.

Why do you even play Zilean as a nuker, when he only has 1 damage spell? Why not Annie, Ryze, Anivia, etc etc etc...
If you were just getting AP you could benefit your ult and Q, but you also get spell pen (void staff) which benefits only your Q, what is the point?
Imo you should never get spell pen on Zilean... considering he only has one damage spell, but anyways, I agree with Jun about the Rylai's, and ROA is better. Catalyst can provide you with a lot of early game lanestay.

Zilean is a nuke/support. Check his tags, watch high ELO zilean play. A Zilean that builds for AP (in a smart way-- like incorporating Zilean's other important stats: CDR, Health, Mana, and Mana regen) will be able to do everything that a Zilean that doesn't build for AP can do... but his bombs will do more damage and his ult will revive for much more. Magic Pen is extraordinarily useful for Zilean because he only has one damage ability (that can be used twice instantly and again soon after btw..). If you can't do damage (in early and mid game), the other team won't have nearly as much reason to fear you.

Maybe suggest they sell the Doran's Ring at the end and buy another AP item? It's good early game but you can replace it with a better item later, something like a Zhonya's Hourglass or an Archangel staff. I also would comment that a void staff is only useful on Zil if the enemies are stacking MR (he only has one damage dealing ability), so you'd probably be better off with an Abyssal Scepter (since he is pretty squishy).
