Ability to reset rating (suggestion)

A time delay between allowed resets, and a lifetime limit on resets. There was also disagreement about exactly what aspects should be reset. If it's JUST the score, and there are the above limitations, it should be ok. If we also reset the publish time to "bump" the guide, then we have issues with comment count and view count shooting the guide to the top of certain "recent guides" lists unfairly.
