No, but a fast MS and good reaction time makes more than 50% of his shots miss. On hit is da way to go.

Well, with the Kog'maw buffs, AD is probably the best way to go.

A good Kog'maw (rare sight nowadays) doesn't spam. They know you're going to dodge, and fire when you can't. :P
Not always a hit, but they'll hit more then miss. :P
When it's AP. Koggie only needs a few hits to have you going "OWWW!!"
