I don't know where you got those numbers. At level 6-10 it does anything from a 1 second to a 5 second silence and a maximum of 625 damage on one target.

The way that this is designed is to force enemies to move out of the way, or else a certain character (usually a clutch support or AP carry) will be completely useless and will take tons of damage. If you position this skill badly, it's UP. If enemies are organized enough to move out instantly, it's UP.

But any other situation, it's extremely effective.

Other people need to come up with submissions too, lol.



sorry missed the second part, but the concept is the same.

how about this:
Quoted:

1000 range
(80/70/60)second cooldown
CAC1 silences (blind might work too here btw) a target enemy for .1 seconds dealing 250 damage. if 2 enemy champions are nearby the silence will renew up to (20/30/50) times dealing an extra (1/3/7)(+.02AD) damage each.


this would make it ideally do about the same damage as an ashe arrow (but with an extra 1 damage per 1 AD) and damage checks a lot more times (this would make the ability stop instantly when enemies get out of the way)
this has a little less range than living artillery and about the cooldown of an ashe arrow.

If you want to do something like that, do this instead.

Quoted:
CAC1 places a debuff on a target enemy champion for x seconds. If the enemy champion stays within x range away from a champion in their team, they will be silenced and take x damage until they leave the range or the debuff ends.


Much more simple.

R: CAC1 does {250,400,600(+50% AP)} and silences target enemy for {1.5,2.0,2.5} seconds. If, after the duration of the silence, {3,3,2} enemy champions are nearby target enemy, the silence is renewed and the target loses {10,20,30} armor and magic res for 5 seconds. Maximum of {2,3,4} renewals. Additionally, every tick that the fear is renewed, CAC1 gains {5%,10%,20%} Attack speed for 5 seconds.
