Lich Bane has 80 AP... That's as much as or more than most AP items, for example Rylai's Crystal Scepter has as much AP. It has the same amount of AP as a Needlessly Large Rod, 10 more than a Void Staff, and is only surpassed by Rabadon's Deathcap and Zhonya's Hourglass. The argument that she needs all the AP she can get is moot, as Lich Bane has a very large amount of AP.

plus, it's not like it's a horrid idea...then you can just spam your shield when your stun is up to last hit and harass without wasting the stun.

Rod of Ages and Rylai's Crystal Scepter with deathcap is pretty much all ya need for a core with Annie. The rest is situational.
I am all for the sorc. shoes, haunting guise, and void staff core item build...since as soon as anyone sees Annie they all stack MR...but I s'pose that makes me strange...
I think it's a pretty good item as maybe last item or so.
