She's not UP. She's banned quite frequently in ranked now. I won't argue AP vs AD - they both have their merits, as does tanky DPS - but you ideally want to shut down the enemy carries and jungle as hard as you can, letting your own carries snowball, leading them to deal with enemy tanky DPS instead of you.

You almost always want to roam eve. Smite+Revive was a gimmick that was really just a predecessor to roam Eve. There are better junglers than her, so what you really want to abuse is her presence. An Eve who is visible in a lane means that she's not in your own - that makes any threat she poses completely gone. On the other hand, an Eve who you can't see may be right next to you, getting ready to stun you and set up a Flash+ult combo for that Annie you've been beating in lane.
Runes won't make a huge difference when you roam. Coordination obviously helps a lot but when you ping an enemy right next to you, it's pretty clear that you're going to stun them and your teammate is going to move in for the kill. Eve is much stronger in solo queue than against premades.

Eve is pretty much the KSing *****.
When you play here you better be a ******** Pokemon and sit in tall grass. Venture out and stun someone and pop back into the bushes. They come in after you, stealth out and into another pile of tall grass.
You really want to go for kills if:
1. You got fed like nuts
2. They are low HP and you can pretty much 2 shot them.
3. Team fights you pick off the low HP ones, but its better for premades so your team gets them low and then moves to the next allowing you to kill them.
You have to use your stealth and stun early game to play mind games with them. Scare them into running when they see you and forcing them into playing SUPER defensive.
