Skarnar is probably going to be a very good jungler. If you want a non-jungler tank, look towards Leona.
They said they want him to be of lurking in the darkness and dragging people to their doom feel.
Sounds like an excellent ganker, and most melee champions have a sustain function that makes them at least a half-decent jungler.

yeah well tanks already have a good resilience to damage, and cloth and 5 pots should keep them heavily sustained. while most tanks should be good for jungling its the ganking part that might be a trouble.
